深圳市七届人大常委会于9月1日表决通过了《深圳经济特区外文公示语规范使用与管理条例》,对八类公共场所的外文标识设置和使用进行规范管理1。这八类场所包括各级政务服务场所、交通枢纽、旅游景区饭店、医疗机构、文化体育场所、应急避难场所、环境卫生设施等1。
条例规定,公示语信息须以规范汉字为基础并置于显著位置,不得单独使用外文1。外文公示语应以英文为主,且译文须与中文表达保持相同含义1。公共场所运营管理单位在首次设置或变更外文公示语时,应在三个工作日前向主管部门备案1。为建立长效规范机制,条例建立了网络信息服务平台、专家顾问队伍和公众监督机制1。市民若发现不规范、错译或不当的外文公示语,主管部门应在十个工作日内核实并反馈1。
深圳相关部门自去年以来已累计整改、新增外文标识超过4万处1。深圳为迎接2026年APEC会议制定此条例,力求杜绝译写错误和不当表述等问题1。
Shenzhen's municipal government took a significant step toward improving public communication standards by adopting the Regulations on the Standardized Use and Management of Foreign Language Public Signs in the Shenzhen Special Economic Zone on September 1st 1. The legislation aims to eliminate translation errors and inappropriate expressions in foreign language signage across the city.
The new regulations require eight categories of public venues to display foreign language signage, including government service centers, transportation hubs, tourist attractions and restaurants, medical institutions, cultural and sports facilities, emergency shelters, and environmental sanitation facilities 1. All signage must be based on standardized Chinese characters displayed in a prominent location, with foreign language text prohibited from appearing alone 1. When foreign language signs are used, English should be the primary choice, and translations must convey the same meaning as their Chinese counterparts 1.
The regulations establish a comprehensive management framework to ensure compliance and quality. Operators of public venues must submit foreign language signage for review with their supervising departments at least three working days before installation or modification 1. Citizens who discover non-standard, mistranslated, or inappropriate foreign language signage can report them, with supervising departments required to verify and respond within ten working days 1. Since last year, Shenzhen's relevant departments have corrected and added more than 40,000 foreign language signs throughout the city 1.
