Former Australian Prime Minister John Howard, 87, cautioned against using immigration restrictions as a counterterrorism measure during a public discussion in Canberra.1 Speaking at an event coinciding with the 25th anniversary of the September 11 attacks, Howard engaged in an hour-long dialogue with Rory Medcalf, a national security professor at the Australian National University.1
Howard argued that limiting or halting immigration from countries perceived as terrorism hotspots would be ineffective and overly restrictive.1 "I think the overall view is that we have to work very hard to stop terrorism coming in under the guise of immigration, but you cannot do it simply by stopping immigration, and it's very difficult to do it by stopping particular categories of immigration," he stated.1 He further cautioned that such blanket approaches carry unintended consequences, noting that "when some people say you can do it by saying we won't accept migrants from any country that has a reputation for terrorism, that is probably more restrictive than these people think it is."1
