Ukrainian President Volodymyr Zelensky has cautioned international carriers against flying over Russian territory, citing threats posed by Russian air defense systems to civilian aircraft.1 Zelensky stated that "Russian airspace has become completely unsafe," noting that Ukrainian long-range drones can now reach targets more than 2,000 kilometers from the border.1 Russian air defense forces claimed to have shot down 130 drones between Tuesday evening and Wednesday morning.1
Approximately 60 foreign airlines continue operating flights through Russian airspace, predominantly carriers from countries that have not imposed sanctions on Russia, including Chinese airlines—Air China, China Eastern, China Southern, Hainan Airlines, Xiamen Airlines, and Capital Airlines—as well as Gulf carriers such as Emirates, Etihad, Qatar Airways, and FlyDubai.1 Within one day of Zelensky's warning, 27 foreign airlines canceled Moscow-bound flights.1 However, Russian President Vladimir Putin dismissed the warning as a "statement of state terrorism,"1 and some carriers including Turkish Airlines and FlyDubai subsequently resumed operations while denying any connection to Zelensky's statement.1
Australian carriers have avoided Russian airspace entirely since the full-scale invasion began in February 2022.1 European regulators issued a standing recommendation to operators in January 2025 to avoid Russian airspace west of 60 degrees east longitude, effective through January 31, 2027.1
