The International Atomic Energy Agency has confirmed that a nearly completed nuclear reactor secretly built in Syria under former leader Bashar al-Assad could have produced fissile material suitable for nuclear weapons if it had been finished.1 Following Assad's overthrow in December 2024, Syria's new government granted IAEA inspectors access to suspected nuclear facilities for the first time.1
During inspections conducted in August, IAEA officials visited two locations, including one in Deir ez-Zour, where they discovered approximately 73 tonnes of natural uranium metal, which has since been placed under IAEA safeguards.1 Rafael Grossi, the head of the IAEA, stated after a board meeting in Vienna that the reactor was "very efficient" at producing fissile material "directly usable for nuclear weapons manufacturing."1 Inspectors found that the cooling infrastructure matched specifications for a nuclear reactor, further confirming its intended purpose.1 In some cases, Grossi noted that inspectors needed to "demolish walls" to access concealed nuclear materials at the sites.1
Syria formally notified the IAEA of the location on July 17 and invited inspectors to examine it.1 The reactor site had previously been struck in a secret Israeli airstrike in 1997, an operation Israel publicly acknowledged in 2008, more than a decade after the attack.1
