The UK government has suspended its sweeping local government reform program after receiving new legal guidance.1 The proposed restructuring would have replaced the two-tier system of district and county councils with a smaller number of integrated authorities, sometimes referred to as "super councils."1
Four regions have already seen their reorganization plans withdrawn in response to the legal advice: Essex, Hampshire, Norfolk, and Suffolk.1 Additionally, decisions on fourteen further areas, including Cambridgeshire-Peterborough and West Sussex, are now under review and have been paused.1 The May 2027 local elections will proceed under existing council boundaries.1
Communities Secretary Angela Rayner told Parliament: "Given the legal advice, I want to ensure that the existing processes are appropriate, robust, and of course compliant with the law."1 The government's original reform plan was announced in December 2024.1 At least eight councils have pursued or are considering legal challenges to the government's boundary proposals, including Kent's Reform UK-led administration, which plans to consider judicial review this week.1 Essex Council had previously filed legal proceedings in June 2024 after discovering that its preferred three-authority option had been backed by senior government officials but rejected by the then-Communities Secretary Steve Reed.1
