This expanding infrastructure now carries the bulk of the nation's transportation burden, with roads handling 73 percent of national freight volume and 67 percent of passenger traffic 1.
Under the proposed amendments, toll road rate standards will be subject to approval by provincial governments, rather than provincial transportation authorities coordinating with pricing departments as previously required 1. For expressways after their toll collection periods expire, the draft specifies that the government will assume unified management and may employ vehicle tolls and similar mechanisms to fund ongoing maintenance operations 1. Currently, the fuel consumption tax only covers maintenance costs for ordinary highways but does not address expressway management and upkeep expenses, meeting only approximately half of ordinary highway maintenance funding requirements 1.
