The ideological foundations underlying these extremist movements demonstrated resilience across generations.1 The radical thought of Sayyid Qutb, executed in 1966, merged with Wahhabi fundamentalism and was championed by Osama bin Laden, spreading through networks that extended from the Middle East to al-Qaeda and beyond.1 More recent failures in intelligence assessment have repeated patterns from 2001: the October 7, 2023 Hamas attack on Israel succeeded partly because Israeli leadership failed to heed intelligence warnings, mirroring the preventable intelligence lapses that preceded 9/11 itself.1
