AI创业面临的三大难处为：算力成本高、数据资料获取难、场景落地慢1。此前，广东、湖北等地已陆续推出针对人工智能领域"一人公司"的创业优惠政策1。

Over the three-year period, the program aims to cultivate more than 10,000 technology and innovation-focused small and medium enterprises, alongside nurturing over 2,000 "specialized and sophisticated" small giant enterprises.1 To address critical barriers to AI commercialization—including high computational costs, difficulty in accessing data resources, and slow market deployment—the plan designates open-source ecosystem development as a dedicated component.1 Support measures include backing for the national-level AI open-source community AtomGit and mechanisms leveraging state development funds for small enterprises, AI industry investment funds, and integrated circuit industry investment funds to facilitate financing.1
The policy reflects emerging regional momentum, as provinces including Guangdong and Hubei have already begun implementing preferential entrepreneurial policies targeting solo-founder AI enterprises.1
