Henan province activated the Nihe Depression detention basin early on August 13 to divert floodwaters from Typhoon Baihaitun, marking the first deployment of this national-level facility in more than two decades 1. The last activation occurred in 2004, and this represents the only national-grade detention basin brought online during the 2026 flood season 1.
The diversion operation channeled 220 million cubic meters of water into the basin, submerging over 160,000 acres of farmland and requiring the relocation of 4,848 residents 1. The facility, originally constructed in 1955 with a designed capacity of 238 million cubic meters, successfully reduced the flood peak along downstream sections of the river and provided critical protection to major infrastructure including the Jingguang Railway serving Luohe and Zhoukou 1. The intervention shortened the length of river channel exceeding the guaranteed water level by approximately 150 kilometers 1.
