条例还对创业人员提供了保障。高等学校和科研机构科研人员离岗创办中小企业的,可在国家规定期限内保留人事关系1。同时,政府采购中不得以企业注册资本、资产总额、营业收入等规模条件作为供应商资格要求1。此外,执法机关应加强异地涉企执法协作机制1。

In terms of industrial land supply, the regulations permit flexible mechanisms such as variable lease periods, rent-to-own arrangements, and long-term leasing.1 Researchers from higher education institutions and scientific research organizations who leave their posts to start small businesses are now allowed to retain their employment relationships for the period specified by national regulations.1 Additionally, government procurement agencies are prohibited from imposing firm size requirements—such as registered capital, total assets, or business revenue—as supplier qualification criteria.1 The regulations also mandate that enforcement agencies strengthen cross-regional coordination mechanisms for business-related law enforcement.1
