China General Nuclear (CGN) has commenced main construction on Unit 2 of its Zhaoyuan Nuclear Power Plant in Shandong Province, with the pouring of the first concrete for the reactor island on September 5, 2025 1. The project received national approval on August 19, 2024 1, while Unit 1's main construction began on November 18, 2025 1.
The reactor building foundation is a cylindrical structure with a radius of 27 meters and height of 3.7 meters 1. The concrete pouring phase will involve approximately 8,800 cubic meters of material and is expected to continue for roughly 60 hours of continuous construction 1. The Zhaoyuan facility represents CGN's tenth nuclear power base in China and is planned to ultimately comprise six Hualong One reactors 1.
When fully operational, the project will generate approximately 500 billion kilowatt-hours annually, equivalent to reducing standard coal consumption by approximately 15.02 million tons per year and avoiding carbon dioxide emissions of approximately 46.2 million tons per year 1. Over 300 Shandong enterprises have established cooperative relationships with the Zhaoyuan nuclear power plant 1.
