Germany and several other European Union nations are working to establish an agreement by the end of the year on setting up return centers outside EU borders to house rejected asylum seekers.1 German Interior Minister Alexander Dobrindt stated after meeting with his counterparts from Denmark, Greece, Austria, and the Netherlands in Copenhagen that "we hope to reach an agreement with countries outside the EU this year."1 Danish Immigration Minister Morten Bodskov echoed this timeline, noting that "we expect to reach consensus with cooperating countries outside the EU around the New Year."1

Both Greek and Danish immigration officials expressed the goal of having the return centers operational by 2027.1 Uganda and Rwanda have been identified as potential partner countries for this initiative.1 The plan follows the European Parliament's approval of stricter immigration rules in June 2026.1
