民生保障取得实质进展。南山过去五年新增各类学位超6万座；1龙岗新增公办中小学学位18.5万座；1福田未来五年完成7所学校新改扩建，新增学位超7200个。1保障房建设方面，南山建成保障房3.7万套，宝安计划筹集建设保障性住房1.5万套。1

Nanshan district achieved a regional gross domestic product of 10,102 billion yuan in 2025, with ambitious targets over the next five years including cumulative social consumer goods retail sales exceeding one trillion yuan, fixed asset investment and annual import-export totals each aiming to surpass one trillion yuan.1 Futian's GDP increased from 4,921.29 billion yuan to 6,420.22 billion yuan, with the district targeting 8,300 billion yuan over the coming five years and financial services value added breaking through 3,000 billion yuan.1 Bao'an's industrial output above designated size surpassed 10 trillion yuan, with more than 7,400 national high-tech enterprises and 364 specialized and sophisticated "little giant" companies; its three categories of patent authorizations have led the city for seven consecutive years.1 Longgang has rolled out 120 work tasks with planned innovative procurement exceeding 10 billion yuan and is striving for technology contract transaction volumes of no less than 2,000 billion yuan.1

Pingshan's full-society research and development investment intensity reached 11.8 percent, with integrated circuit chip manufacturing output accounting for over 60 percent of the city's total.1 Luohu's Yulong landfill environmental remediation project will release 30 hectares of contiguous land upon completion.1 Pingshan is advancing construction of the Shenzhen-Shanwei high-speed railway, Shen-Da intercity railway, and Shen-Hui intercity Dapeng branch line to opening, while Longhua is accelerating metro lines 22, 25, and 27.1 Housing initiatives include Nanshan completing 37,000 public housing units and Bao'an planning to develop and construct 15,000 units of affordable housing.1 Educational capacity has expanded significantly across districts, with Nanshan adding over 60,000 school places over the past five years and Longgang adding 185,000 public primary and secondary school places, while Futian plans to complete seven school construction or renovation projects adding over 7,200 places over the coming five years.1
