深圳市卫健委近日印发《关于进一步规范"互联网+护理服务"试点工作的通知》，对网约护士的服务提供方式、从业资质和业务范围作出明确规定1。
根据新规，网约护士必须由实体医疗机构提供服务，护士不得自行在网上接单1。从业护士需要满足四项硬性条件：持有《中华人民共和国执业护士证书》、具备至少5年临床护理经验、拥有护师及以上职称、以及无违法违规和不良执业行为记录1。同时，输液等创伤性且存在较大医疗安全风险的护理项目明确被禁止上门1。
目前深圳的网约护理服务已初具规模1。全市53家试点医院累计服务达107011人次，可开展的项目涵盖43个，主要包括基础护理、慢病管理、康复护理、老年护理、母婴护理等1。多数医疗机构的服务定价约为每次300元，分为上门出诊费（服务费）和护理操作费（耗材费）两部分1。
Shenzhen's municipal health commission has rolled out new regulations governing internet-based nursing services, establishing multiple entry requirements and operational restrictions for the emerging sector. The city released a notice further standardizing its pilot program for "Internet Plus Nursing Services," prohibiting nurses from accepting private clients and barring certain high-risk procedures from being performed at patients' homes.1
Under the new framework, all nursing services must be provided through legitimate medical institutions rather than individual practitioners operating independently online.1 Nurses seeking to offer home care must hold a valid People's Republic of China nursing license, demonstrate at least five years of clinical nursing experience, possess a nurse practitioner credential or higher qualification, and maintain a clean record free of legal violations or professional misconduct.1 The regulations explicitly prohibit in-home delivery of invasive and high-risk nursing procedures such as intravenous therapy.1
The pilot program has already achieved significant scale across the city. Fifty-three participating hospitals have collectively served over 107,000 patient visits,1 with available services covering 43 distinct procedures concentrated in basic nursing care, chronic disease management, rehabilitation services, elderly care, and maternal and infant health.1 Most institutions charge approximately 300 yuan per service visit, structured as a combination of a home visit service fee and a nursing operation fee covering materials and supplies.1
