Liaoning's Fuxin launched a delivery worker-exclusive "Warm New Card" priced at 41 yuan monthly, while Hainan's Danzhou introduced a rider-specific "Tong Xin Plan."1 Industry observers and advocacy groups have called on telecommunications operators to develop specialized packages and urged delivery platforms to offer subsidies to offset rising labor costs for their workforce.1
