The U.S. Government Accountability Office has released a report identifying significant deficiencies in how the Secret Service reviews and updates its protective policies in response to security incidents.1 Between 2015 and 2025, the Secret Service addressed 83 security incidents but updated its protection policies in response to only 25 of them, according to the findings.1 The agency also failed to update 8 of 22 protection policies within the prescribed four-year review timeframe.1
The report highlighted several instances where policy updates were warranted but did not occur.1 These included a 2015 incident in which a drone made contact with President Obama's motorcade, a drone that flew approximately 200 feet above a Bernie Sanders campaign rally, and a 2024 assassination attempt in Butler, Pennsylvania, where a shooter flew a drone over the crowd for 11 minutes.1 One key policy document, a memorandum governing protective procedures, has not been updated since 1991 despite requirements for annual review and revision.1
The Government Accountability Office recommended three reforms to address these gaps, including a requirement that the Secret Service document its reasoning when it decides not to update a policy in response to a security incident.1 The Department of Homeland Security has stated its agreement with all recommendations and indicated plans to implement them.1
