Despite a 79 percent increase in defense spending among EU member states between 2020 and 2025, the bloc struggles to develop the strategic autonomy and capacity to sustain high-intensity conflict independently.1 Between February 2022 and June 2023, 78 percent of EU defense purchases came from outside the EU, with the United States accounting for 63 percent of those acquisitions.1
Ukraine has requested an exemption from EU "Europe First" procurement rules to acquire Patriot air-defense interceptor missiles from the United States, requiring several billion euros in funding.1 In November 2024, the EU completed its commitment to deliver one million ammunition rounds to Ukraine, though the deadline was delayed by eight months.1
