Taiwan's Mainland Affairs Council has clarified that a new pre-departure registration requirement for organized tours to mainland China is not compulsory. 1 The Ministry of Transportation and Communications' Tourism Administration recently instructed travel agencies to assist group tourists in completing a pre-travel registration starting from September 1st for tours, surveys, and self-organized groups traveling to the mainland. 1
Deputy Minister Liang Wen-chieh of the MAC emphasized that the government does not force individuals to register in the "National Citizens' Mainland and Hong Kong-Macau Movement Registration" system. 1 The registration system is designed to help government agencies understand the situation and provide assistance when citizens encounter emergencies or urgent incidents while on the mainland. 1 Travel agencies that fail to comply with the registration requirements will face fines. 1 Currently, the Tourism Administration prohibits travel agencies from actively soliciting mainland China tourism business. 1
