At the center of this network is businessman Babak Zanjani, who once controlled a commercial empire spanning approximately 60 companies across Malaysia, Tajikistan, Turkey, and the United Arab Emirates 1. In 2016, Zanjani was sentenced to death for failing to return roughly $2.6 billion in oil revenues to the Iranian state 1. However, he was released in 2025 and subsequently signed multibillion-dollar contracts with Iran's state railway operator the same year 1. The United States responded by placing Zanjani back on its sanctions list in January 2026, and in July expanded sanctions to include his affiliated companies and business partners 1.
The effectiveness of these latest sanctions in weakening Iran's shadow economy network remains uncertain 1. According to Transparency International's 2025 Corruption Perceptions Index, Iran scored 23 out of 100, ranking 153rd among 182 countries 1.
