A Taiwanese youth was interrogated by mainland Chinese border authorities upon entry to Shanghai due to prior employment with Amnesty International.1 The incident has prompted Taiwan's Mainland Affairs Council (MAC) to accuse Beijing of attempting to create a self-censorship mechanism designed to intimidate Taiwanese citizens from engaging in human rights and civic activities.1
Deputy MAC Chairman Liang Wen-chieh noted that approximately 50 percent of documented questioning cases have involved current or retired civil servants.1 He characterized the Chinese government's approach as establishing "a little garrison command in everyone's heart, forcing people to police their own behavior."1 The Chinese foreign ministry spokesperson Zhang Han countered by characterizing Amnesty International as acting as a "vanguard for international anti-China forces."1
Amnesty International Taiwan subsequently issued a statement asserting that "concern for or support of human rights is not a crime and should not serve as grounds for any government to interrogate or restrict a person's freedom of movement."1 These developments coincide with the implementation of mainland China's "State Council Regulations on Exit and Entry Administration" scheduled for the 15th.1
