Polyester-cotton blends with 40–60 percent cotton content cost approximately 100 yuan per set, with higher-quality alternatives commanding even steeper prices.1 Standards do exist in some regions; Xiamen issued industry uniform guidelines in 2016 requiring reflective strips to be visible from 500 meters away.1 However, demand for better fabrics remains low among employers—survey data from a Guangzhou uniform supplier shows that 80 percent of customers still opt for long-sleeved designs rather than investing in more breathable materials.1 The current allocation of two uniforms per season falls short of actual wear-and-tear, forcing enterprises to issue additional sets at considerable cost.1 Budget priorities compound the problem, as demonstrated by Changsha's Furong District Sanitation Department, which treats uniform procurement as a lower priority item behind staff wages and equipment purchases.1
