Australian Prime Minister Anthony Albanese has announced the Waka Mua initiative, a $600 million investment designed to strengthen surveillance and interdiction operations across the Pacific region.1 The program aims to combat drug smuggling through aerial and maritime monitoring, with particular focus on disrupting the use of submarines and small vessels for trafficking cocaine and methamphetamine.1
The funding will be distributed across multiple agencies to support counternarcotics efforts. The Australian Federal Police will receive $49 million for new operations, supplemented by an additional $140 million over four years for regional security objectives.1 The Department of Defence will allocate $312 million over the next decade to counter transnational organized crime.1 Pacific Island Affairs Minister Pat Conroy emphasized that drug trafficking has had a devastating impact on Pacific communities.1
The initiative responds to an escalating crisis in the region. Since January 2025, authorities have seized 17 tonnes of illegal drugs in the Pacific, primarily cocaine—already exceeding the total of less than 5 tonnes for all of 2024.1 The Pacific encompasses approximately 25,000 islands, of which roughly 2,000 are inhabited, creating vast territories vulnerable to smuggling operations.1 According to a 2026 European Union drug agency analysis, Australia and New Zealand rank among the highest per capita consumers of amphetamine, methamphetamine, MDMA, and cocaine among 28 surveyed countries.1
