刘桂平现年60岁，出生于1966年，籍贯湖南衡南1。他拥有丰富的金融系统工作经验，曾在中国农业银行长期工作1，2014年调任中国投资有限责任公司副总经理1，2016年出任重庆市副市长1。随后在2019年被任命为中国建设银行行长1，2020年11月转任中国人民银行副行长1。在地方工作方面，刘桂平2022年任天津市委常委、常务副市长1，2025年5月升任天津市委副书记1。他于2025年8月28日被宣布为国家市场监督管理总局党组书记1，并于2025年9月2日正式出任局长职位1。

China's State Council has appointed Liu Guiping as director of the State Administration for Market Regulation, effective September 2, 2025 1. The 60-year-old official, born in 1966 and from Hengnan, Hunan province, was announced as party secretary of the agency on August 28, 2025, before taking the director position 1. Pan Xiaodong has been named as a deputy director, while Meng Yang was removed from his deputy director position 1.

Liu brings extensive experience across financial and government sectors to the role 1. He spent much of his career at the Agricultural Bank of China before being transferred in 2014 to serve as vice general manager of China Investment Corporation 1. He then moved into regional administration, taking the position of vice mayor of Chongqing in 2016 1. Liu subsequently returned to the financial sector, serving as president of China Construction Bank from 2019 until November 2020, when he was appointed deputy governor of the People's Bank of China 1. Most recently, he held senior positions in Tianjin, serving as a standing committee member and executive deputy mayor before being promoted to deputy party secretary in May 2025 1.
