At the G20 Finance Ministers and Central Bank Governors meeting held from August 31 to September 1, 2024, Pan Gongsheng, Governor of the People's Bank of China, called on nations to establish and steadfastly implement long-term policy frameworks to prevent inconsistent reversals in economic direction.1 Pan stated that countries should formulate clear medium and long-term policy plans, make definitive commitments, and execute them with resolve to avoid repeatedly "flipping decisions."1
Pan emphasized that China does not deliberately pursue trade surpluses and remains committed to expanding domestic demand while maintaining high-standard openness to the outside world.1 However, the meeting faced diplomatic friction over global trade imbalances. U.S. Treasury Secretary Baisent attributed the failure to issue a joint communiqué to China's objections on matters including global trade imbalances.1
