通知针对我国隧道在建规模大、长隧道多、地质条件复杂等现状，深刻吸取近年来隧道施工典型事故教训，从工期造价、勘察设计、施工现场、监理监督、应急处置等多个环节提出明确要求，全面加强隧道施工安全风险管控和隐患排查整治1。隧道施工主要风险包括坍塌、突水突泥、火灾、物体打击、中毒窒息、瓦斯爆炸、煤与瓦斯突出、岩爆等1。
通知明确，严禁随意压缩工期，确需调整工期必须经过充分论证并征得合同相对人同意1。同时禁止勘察转包、违法分包、数据造假等违规行为1。对于瓦斯隧道，未通风、通风失效或瓦斯超标禁止人员进入1。涉及瓦斯、岩爆、突水突泥等高风险的隧道要开展专项安全设计1。
通知要求建立隧道工程安全专家库，针对复杂地质隧道要聘请专家参与风险评估和方案论证1。此外，要落实"有疑必探、先探后挖、不探不挖"原则1，坚决遏制隧道施工重特大事故发生1。
Nine government departments have jointly issued a directive to strengthen safety management in tunnel construction projects across China.1 The notice, released on September 1, 2026, by the State Council Safety Committee Office along with the National Development and Reform Commission, Ministry of Housing and Urban-Rural Development, Ministry of Transportation, Ministry of Water Resources, State-Owned Assets Supervision and Administration Commission, National Energy Administration, National Railway Administration, and China State Railway Group, addresses the mounting risks posed by the country's expanding tunnel construction scale, proliferation of long-distance tunnels, and increasingly complex geological conditions.1
The directive identifies major hazards specific to tunnel operations, including collapses, water and mud inrushes, fires, falling objects, toxic gas exposure, gas explosions, coal and gas outbursts, and rock bursts.1 To mitigate these risks, the notice establishes strict requirements across multiple project phases: construction timelines cannot be arbitrarily compressed without thorough technical justification and consent from contracting parties;1 survey and design work must prohibit subcontracting, illegal outsourcing, and data falsification;1 and personnel are barred from entering gas-containing tunnels that lack proper ventilation, have ventilation failures, or show gas concentrations above safe limits.1
Additional safeguards mandate specialized safety design reviews for high-risk tunnels involving gas, rock bursts, or water and mud inrush hazards.1 The government will establish a tunnel engineering safety expert pool to ensure qualified specialists participate in risk assessments and solution reviews for complex geological projects.1 All tunnel work must adhere to the principle of "when in doubt, explore; explore before excavating; do not excavate without exploration."1
