The United Nations Children's Fund (UNICEF) has released a new report revealing that approximately one in five adolescents globally experienced online sexual harassment over the past year 1. The findings are based on survey data from roughly 21,000 young people aged 12 to 17 across 21 countries and highlight a disturbing pattern of digital exploitation affecting youth worldwide 1.
Beyond harassment, the report documents severe forms of online sexual abuse among minors 1. More than 15 million children have been exposed to inappropriate content, while approximately 9 million have been coerced into sexual conversations or forced to share sexual images 1. Additionally, around 4 million children have had their sexual images illegally distributed online 1. A particularly troubling finding shows that 41 percent of surveyed victims never reported their experiences to anyone, and fewer than 1 percent of cases were reported to authorities 1.
The perpetrators are often not anonymous predators; 57 percent of abusers were people known to their victims, including friends, family members, or romantic partners, while only 16 percent were complete strangers 1. The abuse predominantly occurs on major social media platforms, with 60 percent of harassment incidents taking place on Facebook, WhatsApp, and Instagram—all owned by Meta—followed by Snapchat, TikTok, and YouTube, and 14 percent on online gaming platforms 1.
In response to the crisis, several countries have implemented or are planning age restrictions on social media use. Australia will ban users under 16 from opening social media accounts beginning in December 2025, while the United Kingdom plans to enforce the same age limit by 2027 1. Meta has agreed to a settlement in the United States involving multiple states, committing to a $17.1 billion payout and limiting adolescent daily access to 2 hours while implementing a complete nighttime suspension 1. Catherine Russell, UNICEF's executive director, emphasized the psychological toll of these experiences, stating: "These experiences cause profound emotional and psychological distress. Many children suffer in silence, unsure where to turn for help" 1.
