The issue came into sharp focus following the February 17 shooting of former Bulldogs player Matt Utai, who was shot in the leg and shoulder outside his Greenacre home.1 Police have charged a 15-year-old as the shooter, while another boy the same age allegedly harbored the escape driver, and a 16-year-old helped conceal the weapon.1 Brad Abdy, the Raptor task force commander, described the calculated grooming of these teenagers, stating: "You're sixteen, heart pumping, about to take a life. You're about to commit a crime—and you may take someone's life."1
The recruitment pattern extends beyond isolated incidents. In April 2025, two 15-year-old boys fired a semi-automatic rifle at residential properties in Merrylands and Guildford West, with bullets passing within centimeters of sleeping children and women.1 Most tragically, in March, intruders stormed a two-story house in Glen Alpine and shot dead Marco Tapia, a biomedical engineering student, in his bed—another instance of mistaken identity.1 Anthony Pele, a 22-year-old now considered New South Wales' most wanted fugitive, is accused of shooting Ahmad Al Azzam in 2023 and has fled overseas.1
New South Wales Police Commissioner Yasmin Catley emphasized the disturbing nature of the exploitation, stating: "What is particularly concerning is young people being used as foot soldiers by these criminals."1 In response, police launched POLEN (Pacific Law Enforcement Network) two months ago, Australia's first program targeting Polynesian youth at risk of organized crime recruitment.1
