Liao was arrested by local police on August 21 on suspicion of domestic violence against a five-member household and was transferred to ICE on August 22 pending deportation proceedings 1.
The Chinese Consulate General in Los Angeles has expressed serious concern over the incident and demanded a thorough investigation 1. In a statement, the consulate stated: "We have expressed serious concern to the relevant U.S. authorities over this incident and requested a timely and thorough investigation, notification of investigation results, measures to prevent similar incidents from recurring, and assistance for the deceased's family in handling subsequent matters" 1. The cause of death remains under investigation 1. ICE delayed announcing the death by more than a week, issuing a public announcement on August 24 1.
The death underscores a broader pattern of fatalities in U.S. immigration custody. Since March 2025, at least five Chinese nationals have died while in ICE or U.S. Border Patrol custody 1. Since January 2025, when President Trump returned to office, at least 57 ICE detainees have died overall 1.
