深圳市七届人大常委会第五十次会议于9月1日通过了《深圳经济特区红树林湿地保护若干规定》1,将深圳护鸟实践经验法治化。该规定以红树林湿地及其候鸟生态为保护重点,建立了系统的保护措施体系。
新规禁止捕鱼、挖捕底栖生物、捡拾鸟蛋、破坏鸟巢等危及红树林和水鸟生存繁衍的活动1,同时禁止投放、种植危害红树林湿地的物种和占用红树林湿地1。在栖息环境改善方面,规定明确要优化红树林湿地候鸟栖息地及其周边区域的夜间照明布局与管控1,并规范红树林湿地周边的施工和人为活动。保护范围涵盖红树植物群落、滩涂、潮沟、浅水水域及各种野生动物1。
深圳红树林湿地是"东亚—澳大利西亚"候鸟迁飞通道的重要节点和关键停歇地1,此次立法的实施将为过境候鸟提供更完善的栖息保护,推动鸟类友好城市建设。
On September 1st, Shenzhen's Standing Committee of the Municipal People's Congress passed the Regulations on the Protection of Mangrove Wetlands in the Shenzhen Special Economic Zone at its fiftieth session 1.
