然而台湾陆委会认为此举另有目的。陆委会表示，中共的恢复措施带有政治目的，以政治认同区隔对待农民，利用经济利益进行分化统战，而非基于科学检验标准1。陆委会强调，这类措施可随时被中共取消1。
