The mainland's Taiwan Affairs Office stated it would handle Taiwan's participation "in accordance with the one-China principle and the relevant provisions and practices of APEC's memoranda of understanding" 2. However, Taiwan's Mainland Affairs Council responded that Taiwan is an official APEC member, and "participation in various APEC activities does not exist under the premise of the 'one-China principle'" 2. The council further emphasized that as the current APEC host, China has a responsibility to ensure every member economy enjoys equal participation rights 2. Taiwan's 1991 entry memorandum contains no reference to the one-China principle, according to Taiwan's Foreign Ministry 1.
