Chinese Foreign Ministry spokesperson Guo Jiakun stated during a regular press briefing on September 2 that the "enemy state clauses" in the United Nations Charter remain in effect to prevent defeated World War II nations from again threatening international peace.1 He called on Japanese authorities to fulfill the international obligations confirmed in Japan's Instrument of Surrender, to face history squarely, and to make a complete break with militarism.1
Guo specifically criticized Japan's ruling authorities for their reverence toward Class A war criminals, distortion and glorification of invasion crimes, acceleration of "remilitarization" efforts, and intention to amend the pacifist constitution.1 He warned that a new form of militarism—described as an emerging "gray rhino"—poses a renewed threat to peace and stability in the Asia-Pacific region.1 The spokesperson emphasized that Japan had originally joined the United Nations on the premise of acknowledging the crimes of militarism and accepting all provisions of the UN Charter.1
