Ukraine has already conducted strikes against energy infrastructure deep within Russian territory.1 Aviation risk advisory firm Osprey Flight Solutions has warned that Ukrainian drone and missile strikes penetrating deep into Russian territory will almost certainly continue throughout the year.1 The escalation recalls a 2024 incident in which Putin apologized to Azerbaijan's president after Russian air defenses downed a commercial aircraft, killing 38 people.1
