三部门联合部署水上运输和渔业船舶安全风险防范工作

国务院安委会办公室联合交通运输部、农业农村部于9月2日召开视频调度会议，部署加强水上运输和渔业船舶安全风险防范工作1。会议指出，当前水上安全形势总体稳定但存在多方面问题1。

会议指出的主要问题包括：船东、船长等"关键人员"重生产轻安全、故意违法违规；部分监管部门执法"宽松软虚"；有的地区"党政同责"领导力度不够1。

为应对这些风险，三部门明确了多项重点工作1。在执法层面，对航运企业主要负责人、船东船长实施"一案双罚"，强力推进行刑衔接1。在检查范围上，重点关注客运码头、渡口、渔港等关键场所，以及客滚船、旅游船、渡船、海上超10人作业渔船等船型1。同时，将重点推进"海洋渔船安全生产专项整治"和"商渔共治"行动1。

为确保落实效果，国务院安委会办公室将于9月和10月对31个省、直辖市、自治区和新疆生产建设兵团开展两轮"四不两直"暗访督导1。辽宁、河北、浙江、山东、广东、海南等地在会上参会发言1。

The State Council's Safety Committee Office has jointly convened with the Ministry of Transportation and the Ministry of Agriculture and Rural Affairs to hold a video conference deploying enhanced safety risk prevention measures for water transport and fishing vessels 1. While the overall maritime safety situation remains generally stable, the meeting identified multiple persistent issues requiring urgent attention 1.

The conference highlighted critical problems including ship owners and captains prioritizing production over safety and deliberately violating regulations, as well as lax enforcement in some supervisory departments 1. In response, authorities are implementing comprehensive measures including the "Marine Fishing Vessel Safety Production Special Remediation" and "Commercial-Fishing Joint Governance" initiatives 1. Priority inspection targets include passenger terminals, ferry crossings, fishing ports, and vessels such as passenger-cargo ships, tourist boats, ferries, and ocean-going fishing vessels with more than ten crew members 1.

Enforcement will intensify through a "dual penalty" system applied to shipping enterprise managers, boat owners, and captains, with criminal prosecution being actively pursued 1. To ensure compliance across the nation, the State Council's Safety Committee Office will conduct two rounds of unannounced inspections in September and October, covering all 31 provinces, autonomous regions, direct-controlled municipalities, and the Xinjiang Production and Construction Corps 1. Representatives from Liaoning, Hebei, Zhejiang, Shandong, Guangdong, and Hainan provinces participated in the conference to share their regional responses 1.
