China's Cyberspace Administration has intensified its "Clearing Chaos in AI Applications" campaign with the launch of the second phase of enforcement actions, targeting widespread misuse of artificial intelligence technologies. 1 The initiative focuses on addressing critical violations including the creation and dissemination of false information using AI, distribution of violent and vulgar content, impersonation and counterfeiting, and harm to minors' rights and interests. 1
Since the campaign's inception, authorities have achieved substantial results in their enforcement efforts. The operation has removed over 5.61 million pieces of illegal and non-compliant content, shut down approximately 49,000 accounts, and disabled more than 2,400 websites and applications that violated regulations. 1 Major internet platforms including Douyin, Kuaishou, Weibo, Tencent, Baidu, Bilibili, Little Red Book, Zhihu, Douban, and Taobao have actively participated in the rectification process, implementing targeted governance measures. 1 Prominent AI service providers such as Doubao, Yuanbao, Qianwen, and Wenxin Yiyan have strengthened content moderation mechanisms, while major smartphone manufacturers including Huawei, Xiaomi, OPPO, and Vivo have established strict admission standards for their application stores. 1 Throughout the campaign, relevant authorities have issued 46 governance announcements of various kinds and circulated 7 categories of typical violation cases as cautionary examples. 1
