Chongqing officially enacted a ban on mobile phones in schools effective September 1, 2025, authorizing educational institutions to prohibit students from bringing smartphones and other intelligent terminal devices onto campus or using them within school grounds.1 This policy aligns with China's broader effort to address student device usage, as the Ministry of Education released measures this year strictly prohibiting mobile phones and electronic products from entering classrooms.1
Several Chinese cities have already established regulations governing student mobile phone use on campuses through local legislation, including Fujian, Guangzhou in Guangdong Province, and Zhengzhou in Henan Province.1 The move reflects a growing global trend, with multiple international jurisdictions implementing similar restrictions. Four U.S. states—California, Indiana, Minnesota, and Ohio—have enacted legislation banning student mobile phone use during school hours, while France has prohibited the use of smartphones, tablets, and smartwatches throughout elementary and secondary schools nationwide since 2018.1 According to data from UNESCO, 114 educational systems worldwide had implemented national-level campus mobile phone bans as of March 2026.1
