In the first half of 2026, 221,900 AI short dramas were uploaded to the Douyin platform, accumulating 515.738 billion total views, yet 98.7% of these productions failed to recoup their investments within six months—a ratio of just one profitable drama for every 77 new releases.1 The disconnect between production volume and financial viability has prompted Beijing to intervene with stricter oversight.
The surge in AI-generated content has fundamentally reshaped the short-drama landscape. AI-animated dramas now dominate user engagement, with the audience for such content expanding from 120 million users in 2025 to 600 million in the first half of 2026, far outpacing the 251 million viewers for traditional live-action productions.1 This shift reflects dramatic cost advantages: AI-animated dramas require production expenses of only 800 to 1,200 yuan per minute, roughly one-fifth the cost of live-action alternatives.1 Meanwhile, the number of new live-action dramas tracked by industry monitor Red Fruit fell 65% from a February peak of 432 titles to just 110 by June.1
In response to the market's structural challenges, China's National Radio and Television Administration introduced the Micro Short-Drama Development Management Measures, which took effect on September 1.1 The framework implements a tiered regulatory system based on production investment: dramas requiring 800,000 yuan or more need approval from the national authorities, those between 300,000 and 800,000 yuan fall under provincial broadcaster review, and productions under 300,000 yuan are subject to platform-level screening.1 Concurrently, the administration announced the Excellent Micro Short-Drama Creation and Dissemination Initiative on May 14, with six major platforms committing at least 6 billion yuan to support high-quality live-action content.1
