A federal judge on Friday struck down the Trump administration's policy suspending immigration visa processing from 75 countries, including Afghanistan, Iran, Russia, and Somalia, ruling that Secretary of State Marco Rubio had exceeded his authority.1 Judge Janet Vargas determined that the policy violated the Immigration and Nationality Act and infringed on the exclusive powers of consular officers, who are required by Congress to retain decision-making authority over visa approvals.1
