紀錄片通過台灣漁民回憶、歷史文獻、古地圖等資料進行論證，以「順風相送」、「竊島真相」、「私相授受」、「擱置爭議」、「無懼風浪」五段式敘述框架展開[1]。紀錄片論證「釣魚島自古以來就是中國的固有領土」[1]，其製作涉及中國、日本、美國、英國等地的素材採集[1]。
China International Television (CGTN) has launched a five-part documentary titled "Diaoyu Islands: Truth Beneath the Waves" for global distribution beginning January 27.[1] The documentary features material from Taiwan fishermen's accounts, historical documents, and ancient maps to argue that "the Diaoyu Islands have been China's inherent territory since ancient times."[1] The production is also available in a 75-minute film version.[1]
The documentary employs a five-episode narrative structure with the titles "Favorable Wind for Passage," "The Truth of Island Theft," "Private Transfer," "Shelving Disputes," and "Weathering the Storm."[1] According to CCTV News, the release comes at a time when Japan is experiencing a "rise in new militarism and expansion of right-wing forces," making it "historically and practically significant to look back on history and clarify the truth."[1] The documentary was shot across China, Japan, the United States, and the United Kingdom.[1]
