As of 9:15 p.m. that day, the death toll had reached 10, with 23 others injured.[2] Rescue operations managed to extract 240 people from the area by that time.[2] Emergency response teams mobilized extensively, with the National Fire and Rescue Administration dispatching 305 firefighters and 68 fire trucks to the scene.[2][3] The rescue effort employed a combined approach using personnel, mechanical equipment, and search dogs, organized into 15 search and rescue teams.[2] In total, 164 pieces of machinery including excavators and bulldozers were deployed, alongside over 1,000 professional rescue personnel.[2]
Provincial authorities responded swiftly to the crisis. The National Commission for Flood and Drought Relief initiated a Level IV flood emergency response.[3] A weather alert for heavy rain had been issued by the Dingxi Meteorological Bureau at 10:30 a.m. on July 26.[2]
