The appeal underscores the urgency of the matter against the backdrop of unprecedented global health and economic challenges.[1] The COVID-19 pandemic resulted in approximately 20 million deaths, with the International Monetary Fund estimating economic losses exceeding $13 trillion.[1] Furthermore, scientists estimate that the probability of another pandemic outbreak occurring within the next decade approaches one in four.[1] During its 2024 presidency of the G20, Brazil highlighted inequality as a driving factor in pandemics for the first time in the group's deliberations.[1]
Negotiating representatives are scheduled to convene again from July 6 to 17 to advance discussions on the annex.[1] The letter emphasizes three key priorities: demonstrating clear political commitment, embodying principles of equity, and emphasizing the pressing timeline for completion.[1] Notably, Article 22, Paragraph 2 of the agreement clarifies that the WHO holds no authority to direct or modify national laws and policies, nor can it mandate lockdowns, travel restrictions, or vaccine mandates.[1]
