WHO member states concluded two weeks of negotiations on the Pathogen Access and Benefit Sharing (PABS) Annex to the pandemic accord at the seventh Intergovernmental Working Group (IGWG) session in Geneva, which ended on Friday of the previous week [1]. Member states reaffirmed their commitment to establishing a system that supports rapid, effective, and equitable responses to future pandemics by ensuring fair benefit-sharing of pathogens and their derivative vaccines, diagnostic tools, and treatments [1].
Negotiators made meaningful progress on several technically and politically complex elements of the PABS framework, including contractual arrangements for the system, laboratory network structures, the handling of pathogen and sequence information sharing, and the definition of benefits derived from pathogen access [1]. WHO Director-General Tedros Adhanom Ghebreyesus stated that "pathogens and scientific information should be shared rapidly, and the benefits generated should be shared equitably and fairly" [1]. Brazilian Ambassador Tovar noted that "meaningful progress was achieved over the past two weeks on the most technical and politically complex elements of the PABS Annex" [1].
The eighth IGWG session is scheduled for September 14-18, 2026, signaling that intensive negotiations will continue toward achieving consensus on the framework [1]. The ongoing talks build on the World Health Assembly's approval of the WHO pandemic accord in May 2025 and the establishment of the open-ended intergovernmental working group [1].
