The Governing Council of the European Central Bank announced a series of significant policy measures during July 2026, encompassing collateral framework integration, regulatory enforcement, and climate considerations in credit risk assessment.[1]
On June 24, the Council completed the integration of non-financial corporation credit asset portfolios into the Eurosystem's general collateral framework, with technical implementation scheduled to commence no earlier than November 2027.[1] In a separate enforcement action on June 29, the ECB imposed a fine of €3,255,000 on Banque Internationale à Luxembourg for deliberately failing to apply an approved internal model to calculate expected losses on retail and corporate exposures.[1]
The Council took additional measures to enhance monetary policy operations and market participation. On July 15, it approved detailed operational parameters for an enhanced Eurosystem repo facility (EUREP).[1] On July 22, the Council decided to extend the application of climate factors to non-financial corporation credit assets, broadening the scope of climate risk considerations in collateral assessments.[1] On the same date, the Council launched an online survey inviting European citizens to vote on designs for future euro banknotes, with the survey remaining open through September 21, 2026.[1]
