方星海于2015年10月出任中国证监会副主席、党委委员，在该职位上任职9年，主要分管国际部、会计部等部门[1]。2024年7月，国务院决定免去其证监会副主席职务[1]。2025年6月，方星海出任中国金融学会副会长[1]。
证监会领导层近期落马频繁。2025年4月，中国证监会前副主席王建军因涉嫌受贿被提出公诉[1]。此外，中国证监会前主席易会满于去年9月被查，今年4月遭开除党籍、公职[1]。
The Central Commission for Discipline Inspection and National Supervisory Commission announced on July 24 that Fang Xinghai, former vice chairman of the China Securities Regulatory Commission (CSRC), is suspected of serious violations of discipline and law and is undergoing disciplinary review and supervisory investigation.[1] This marks the second CSRC former vice chairman to fall from power within 15 months.[1]
Fang Xinghai served as CSRC vice chairman and party committee member starting in October 2015 and was removed from his post by State Council decision in July 2024.[1] He was subsequently appointed vice president of the China Finance Association in June 2025.[1] His primary responsibilities at the CSRC included overseeing the international affairs and accounting departments.[1]
The investigation into Fang comes amid a broader crackdown on CSRC leadership. In April 2025, former CSRC Vice Chairman Wang Jianjun faced investigation on suspicion of accepting bribes and was subsequently prosecuted.[1] Additionally, former CSRC Chairman Yi Huiman was placed under investigation in September 2024 and was expelled from the party and removed from public office in April 2025.[1]
