两岸两会联系机制已停摆满十年[1]。台湾海峡交流基金会（海基会）就此召开说明会，对局面表示遗憾。海基会副秘书长黎宝文指出，中国大陆方面以九二共识等政治前提作为恢复两会联系的条件[1]。
黎宝文强调，台湾人民不会接受将九二共识作为谈判基础，因为"九二共识不是台湾人民的共识"[1]。他呼吁中国大陆放下政治前提，回到保障两岸人民自由往来和互动的基础，以恢复两岸两会的联系机制[1]。黎宝文表示，两会机制停摆影响了相关处理效率，海基会会继续通报失联情况，但根本问题仍需两会协议框架的恢复[1]。
海协会于2016年5月21日设置了九二共识等政治前提[1]。中国大陆国务院台湾事务办公室发言人张晗表示，民进党当局拒不承认九二共识，导致两岸两会协议执行受到严重影响[1]。
Taiwan's Straits Exchange Foundation (SEF) expressed regret over the decade-long suspension of communication between the two cross-strait associations, urging mainland China to abandon political prerequisites for resuming contact.[1] According to the SEF, the mainland's Association for Relations Across the Taiwan Strait (ARATS) has conditioned the restoration of the liaison mechanism on acceptance of the 1992 Consensus and other political demands.[1]
SEF Deputy Secretary-General Lee Pao-wen stated that such preconditions are unacceptable to Taiwan's people, emphasizing that "the 1992 Consensus is not a consensus of the Taiwanese people."[1] He called on mainland authorities to "set aside political preconditions and return to the foundation of safeguarding cross-strait people's freedom of movement and interaction, thereby restoring the liaison mechanism between the two associations."[1] The communication channel has been inactive since May 21, 2016, when ARATS first introduced the political prerequisites.[1] Lee noted that while the SEF continues to report cases of missing persons, the fundamental issue remains that the breakdown of the two-association mechanism has impaired the efficiency of related handling procedures.[1]
