第12号台风红霞预计最快25日晚至26日早晨登陆广东珠海到福建漳浦一带沿海[1],移动速度为每小时30至35公里[1]。中国国家防总已针对广东和福建启动防汛防台风4级应急响应[1],水利部则于7月25日16时针对福建、江西、河南、湖北、湖南、广东、广西等7个省区启动洪水防御Ⅳ级应急响应[2]。
中央气象台预计登陆地区累计雨量为150至300毫米,局部最大500至600毫米[1]。气象分析师信欣警告,该台风移动迅速、登陆后将深入内陆北上,降雨波及范围广阔,登陆地点附近和东北侧因南风涌入叠加地形影响,需要警惕极端强降雨[1]。水利部预计7月25日至30日,珠江、长江、淮河流域多条主要河流将出现明显涨水过程,其中珠江流域东江可能发生编号洪水[2],暴雨区内部分中小河流可能发生超警以上洪水,山丘区山洪灾害风险较高[2]。
水利部已要求加强防汛值守、工程调度和群众转移工作[2],目前5个水利部工作组和专家组正在广东、福建等地协助指导防灾工作[2]。
China has activated multi-level emergency measures in response to Typhoon Hongxia, the country's 12th typhoon of the season. The storm is expected to make landfall along the coast between Zhuhai, Guangdong and Zhangpu, Fujian as early as the evening of July 25 through the early morning of July 26, moving at a speed of 30 to 35 kilometers per hour.[1] The Central Meteorological Administration forecasts accumulated rainfall of 150 to 300 millimeters in affected areas, with localized peaks of 500 to 600 millimeters.[1] A meteorological analyst warned that the typhoon would move rapidly and penetrate deep inland after landfall, creating a broad precipitation impact zone, with particular concern for extreme rainfall intensity near the landing zone and on its northeastern flank due to converging southerly winds and topographic influences.[1]
The National Flood Control and Drought Relief Headquarters initiated a Level 4 flood prevention and typhoon response for Guangdong and Fujian,[1] while the Ministry of Water Resources expanded the response to seven provinces and autonomous regions—Fujian, Jiangxi, Henan, Hubei, Hunan, Guangdong, and Guangxi—at 4 p.m. on July 25, also at Level IV.[2] The rainfall from Typhoon Hongxia is expected to trigger significant water level increases across multiple major river systems between July 25 and July 30, including the Pearl River, Yangtze River, and Huai River basins.[2] The East River in the Pearl River basin faces potential risk of coded-level flooding, while secondary rivers in rain-affected areas could exceed warning levels, with elevated risks of mountain torrents and debris flows in hilly terrain.[2] The Ministry of Water Resources deployed five work groups and expert teams to Guangdong and Fujian to provide on-site guidance and coordinate flood prevention, engineering management, and population evacuation efforts.[2]
