A major dam failure struck Guangxi Province on July 6, when the Lanliu Reservoir near Hengzhou in Nanning catastrophically breached, creating two gaps approximately 50 meters wide in the dam wall.[1] The disaster resulted in 26 deaths and 7 people listed as missing as of July 9.[1] The reservoir, originally constructed in 1958 during China's Great Leap Forward period, had completed standardized management engineering work only one year prior to the collapse.[1]
In response to the disaster, China's State Council established an investigation and assessment team to examine the causes and assign responsibility for the incident.[1] The group convened its first plenary session on July 24, chaired by Chen Min, deputy director of the Ministry of Emergency Management, with officials emphasizing a commitment to conducting a comprehensive, scientifically rigorous investigation in accordance with legal procedures.[1] Historical records indicate that China constructed approximately 45,410 reservoirs between 1958 and 1965, of which 210 were classified as large-scale projects.[1]
