China's State Administration for Market Regulation has issued an administrative penalty totaling 5.179 billion yuan against travel platform Ctrip for abusing its market-dominant position through monopolistic conduct.[1] The penalty comprises a full refund of 122 million yuan in forcibly withheld order reserve funds from hotel operators, confiscation of 1.658 billion yuan in illegal gains, and a fine of 3.521 billion yuan calculated at 7.5 percent of Ctrip's 46.958 billion yuan in domestic sales during 2025.[2][4]
Ctrip implemented monopolistic behavior through two primary mechanisms.[1][3][4] The platform required "premier-tier" hotels to enter into exclusive online partnerships, depriving hotel operators of the freedom to conduct business across multiple platforms.[1][3] Additionally, Ctrip compelled "gold-tier" and unranked hotels to provide "lowest prices across the entire internet," requiring them to offer prices on the Ctrip platform at least 5 percent lower than competing platforms such as Meituan and Fliggy, thereby severely constraining hotels' profit margins and autonomy in pricing decisions.[1][3][4] The company deployed technological tools including "price adjustment assistant" and "listing management" systems to enforce these restrictions, while punitive measures such as traffic limitations, "delisting," and order reserve fund deductions were imposed on non-compliant hotels.[1][4]
The regulator initiated an investigation into Ctrip in January 2025 under China's Anti-Monopoly Law.[3] Ctrip has stated that it "sincerely accepts the administrative penalty decision and will firmly comply," pledging to undertake comprehensive rectification according to regulatory requirements.[3] State media have characterized this as a landmark monopoly enforcement case in China's platform economy sector, signaling a strong commitment to combating monopolistic practices and market distortions.[2]
