A proposed $111 billion merger between Paramount and Warner Bros. Discovery faces continued legal scrutiny over antitrust concerns.1 Judge Araceli Martínez-Olguín previously ruled that the transaction could "substantially reduce competition" and violate antitrust law.1 Despite this determination, California Attorney General Rob Bonta reached a settlement agreement with Paramount earlier this week to allow the deal to proceed.1

However, free speech and press advocacy organizations have challenged the settlement's adequacy.1 Five organizations—including First Amendment advocates, news freedom groups, and documentary filmmaker associations—filed legal documents arguing that the settlement terms provide substantially insufficient protection to California residents who brought the original lawsuit.1 The judge has been told these conditions offer the public "virtually nothing," even as Paramount committed to producing 30 films annually as part of the agreement.2 A coalition of twelve states, led by California, initially filed suit in July to block the merger.1
