深圳打造全球首个体系性人工智能辅助审判系统

9月23日，深圳在中国法治国际论坛发布《人工智能司法应用的深圳实践》白皮书，介绍深圳法院建成的全球首个体系性人工智能辅助审判系统。1该系统于2024年6月建成，覆盖民事、行政、刑事三大诉讼领域90%以上的案件类型，贯穿审判全流程。1截至2026年8月31日，系统累计调用大模型和智能体完成任务3545.1万次，其中辅助阅卷60.9万件、辅助庭审26.9万次、辅助撰写文书67.8万份。1

深圳法院通过三年多的探索，形成了法官主导、安全可控的人工智能司法应用模式，已辅助审查立案超130万件。12025年深圳法院办结各类案件773828件，法官人均结案744件，较系统上线前增加249件，人均结案数提升60%。1与此同时，上诉率和改判发回重审率分别下降48%和65%。1

该系统的研发集中了两级法院的力量，先后组织40名法官参与研发、300余名法官参与测试、3000多名法官及司法辅助人员参与使用和反馈。1系统从正式研发到上线用时7个月，已经历3次主要架构升级，累计完成500余次敏捷迭代和优化。1最高人民法院在深圳设立全国唯一的"全国法院人工智能司法应用联合创新（深圳）基地"。1

On September 23, Shenzhen released a white paper titled "Shenzhen's Practice in AI Judicial Applications" at the China Rule of Law International Forum, showcasing a groundbreaking achievement in judicial innovation 1. The white paper documents the completion of the world's first systematic artificial intelligence-assisted trial system built by Shenzhen courts, marking a significant advancement in the integration of technology and justice 1.

The AI system covers more than 90 percent of case types across three major litigation domains—civil, administrative, and criminal—and extends throughout the entire trial workflow 1. Developed through over three years of exploration, the system operates under a model where judges maintain primary authority while ensuring safety and controllability 1. By August 31, 2026, the system had invoked large language models and intelligent agents to complete 35.451 million tasks, providing assistance in reviewing documents for 609,000 cases, conducting 269,000 trial sessions, and drafting 678,000 legal documents 1. The system has also aided in the review of more than 1.3 million case filings 1.

The implementation has delivered measurable improvements in judicial efficiency. In 2025, Shenzhen courts resolved 773,828 cases of various types, with judges handling an average of 744 cases each—an increase of 249 cases per judge compared with the pre-system baseline, representing a 60 percent rise in average monthly case resolution 1. The appeal rate and rate of case reversals or returns for retrial declined by 48 percent and 65 percent respectively 1. The development process itself was notably efficient: from initial research and development to deployment, the system was completed in seven months and has since undergone three major architectural upgrades and more than 500 agile iterations and refinements 1.

The project involved substantial collaboration across the judicial system. A combined 40 judges from Shenzhen's two-tier court system participated in the research and development phase, over 300 judges engaged in testing, and more than 3,000 judges and judicial support personnel contributed through usage and feedback 1. The Supreme People's Court has designated Shenzhen as the host for the country's only "National Courts AI Judicial Application Joint Innovation (Shenzhen) Base," underscoring the system's significance as a national model 1.
